Planning Division

This division is headed by Mr.Tshering Phuntsho, Chief Urban Planner. There are three sections under this division as mentioned below;

1. Urban Planning Section: It is headed by Mr.Tshering Phuntsho, Chief Urban Planner. This section comprises of Mr.Karma Dorji, Deputy Chirf Planner, Mr Thinley Norbu,Sr. Architect. Its mandates are as listed below;

1. Preparation of Master Plan & Local Area Plan in close co-ordination with Urban Planning & Development Division, a centre agency, under the Department of Urban Development & Engineering Services, Ministry of Works & Human Settlement.
2. Preparation of Development Control Regulations.
3. Identification of Areas suitable for habitation.
4. Carry out Terrain Analysis of the area.
5. Preparation of Urban Design Guidelines
6. Planning designing of left over spaces.

1. Responsible for record keeping of property details and constant updating of such records.
2. To ensure that the land conveyance are carried out in consonant with the land laws, rules, regulations, and guidelines in force.
3. To maintain property transaction register up-to date and ascertain
   that such transactions are processed on first come first basis as recorded in the same register.
4. To process for issue of lag-thram as and when requested by the property owner.
5. Raising of property bills( transfer tax, demarcation fees, survey site plan fees, land registration fee, land allotment fee, lease land rent, shed rents, & urban taxes such as house tax, service charge etc.)
6. To note mortgage against the property as and when submitted by the financial institution.
7. To process/follow-up for lease land related matters with the National Land Commission Secretariat.
8. To regularly assess & update the taxes prior to issue of clearance for Building Occupancy Certificate.
9. To submit revenue collection statement annually to the Division Head & Thrompon.
10. To play a lead role in Acquisition of registered land and Allotment of Government Land/Substitute Land.

3. Survey Section: It is headed by Mr.C.B.Chettri, Survey Officer, & comprises of Mr.Dangchu, Surveyor, & Mr.Pema Namgay, Surveyor+GIS, currently engaged in nation-wide cadastral re-survey.

Its mandates are;

1. To constantly update the base-map of whole city(cadastral and topographical maps).
2. To keep record of Control Points( in soft copy and hard copy)
3. To keep record of City boundary pillars (in soft copy and hard copy)
4. To keep record and issue site plan as and when requested the property owners.
5. To verify landed property boundary.
6. To demarcate plots (both registered and government leased out land)
7. To carry out specific survey for projects both cadastral and topographical maps(ABD,RGoB, etc. to process for designing of project and preparation of Local Area Plans)
