The South Asia Sub-Regional Economic Cooperation (SASEC) is established to have Regional Transport Development in South Asia, funded by ADB. The overall SASEC road connectivity Project is under the Department of Roads, MoWHS.

However, the following three components of the Project are under Phuentsholing Thromde, funded through Grant No-0400 (BHU). The total Grant out lay for the following three components of the project in the Thromde is USD is 9.38 million, ( USD 2.13 million for Design & supervision – consultancy services and USD. 7.25 million for civil works for the three components, viz. USD 2.4 million for MDP, USD 4.5 million for Northern by-pass road and USD. 0.35 million for LCS). The Project time line is end 2019.

  1. Mini Dry Port- Department of Trade is the Budget owner for this component.
  2. Northern Bypass Road at Phuentsholing
  3. Allay Land Custom Station

Department of Engineering Services, under MoWHS, is the budget owner for sl. 2 & 3.

Phuentsholing Thromde is the Executing and Implementing Agency (EA/IA) for these three project components.


Objective of the Project:

The main objective of the Project are as follows:

  • To dovetail the custom clearances and other related activities.
  • To channelize and decongest the heavy traffic out of main town core area.
  • To have proper space for transshipment of import export of goods, warehousing, cold storage facilities, goods scanning facilities, weigh bridge, etc. at one location.

The Mini Dry Port has an area of 2.2ha (5.4 acres), and it is located behind the State Trading Corporation of Bhutan (STCBL)’s head office, Phuentsholing, erstwhile Central Workshop area.

The aim to have this project, as explained above is to improve the condition with suitable facilities for import/export of trade through Phuentsholing. It is provided with all required Warehouses, Administrative and Service Building, Weighbridge,Truck Scanner, Gates- (entry/exit), Parkings, Truck Drivers rest rooms, public toilets, etc.

The project was conceived by the RGoB long back, however, due to certain circumstances the project could materialize recently.

The project is on design and build concept and currently the bidding process is in progress. The bids will be opened on 31/10/2016.


Objective of the Project:

The main objective of the Project are as follows:

  • To channelize and decongest the heavy traffic out of main town core area.
  • To facilitate the link on opening of Bhutan –India (Second) Gate, located opposite Gurudwara Temple, GREF Area.
  • Connect Samtse- Phuentsholing Highway with the Northern By-pass road on lower end of Omchu at its right bank.
  • Streamline heavy traffic moving towards Thimphu and out to West Bengal through Jaigaon.

As explained, above, the Northern Bypass Road shall provide main urban by-pass thoroughfare out of the main commercial centre of Phuentsholing. The Bypass road which is 2.66 Km in length shall connect the Mini Dry Port to the east with junction to Samtse-Phuentsholing highway and follow the northern bank of Omchu with connection to the Phuentsholing-Thimphu Highway (near RBA cantonment/Turning). A 120 mtr. Length of curvilinear bridge will be constructed over Omchu at upstream of existing Archery Range, which will connect the road to P-T Highway.

Also, a under pass near the existing vegetable market junction will be constructed. Kabray loop road, connecting Kabray upstream area, from Late Dasho Rim’s area is too in-corporated in the project.

The detailed technical design, drawings, lay out plan, cost estimates, detailed project report (DPR), technical specifications, geo-tech study report, etc. is completed. The physical implementation of the project will take place in second half of 2017.


Broadly, following are the objective of the project

  • Traffic de-congestion at Phuentsholing.
  • Dovetailing of customs services for Pasakha bound traffics.
  • Immigration related services for People working at Pasakha.
  • And other allied conveniences.

The LCS is located at Allay, Pasakha. It has an area of 3.86 acres. LCS will be further connected from India side as well (through ongoing Indian SASEC Road Project- this road project is already in construction phase).

The objective of developing LCS at Allay is to divert Pasakha bound Traffic (both entry and exit), directly towards Pasakha Industrial Area, through LCS, without having to detour Phuentasholing, thus reducing the heavy traffic in Phuentsholing.

Once, built and completed, vehicles plying from India to Pasakha Industrial area and vice versa will ply through Allay Land Custom Station. In future, all the formalities related to custom clearance and other allied activities will be conducted at LCS.
